Solid wall insulation is said to save about 40% of fuel. For properties which use things like oil people are regularly reporting spending around £3000 a year.

The ECO is supposed to cover measures but is being scaled back as the UK government has reduced targets.
The Transition Black Isle Energy group is trying to see if there is any way TBI can tap into this funding to enable households on the Black Isle to benefit. CSCO is particularly supposed to be geared to rural areas. email anne.katherine.thomas@gmail.com if interested in joining this.

Below is a link to a comparatively cheap product we've used and I would recommend. It's a bit fiddly as DIY, particularly if you have a perfectionist streak and want to go behind the skirting board.
