Seems like GO is highlighting the need for electricity storage - so maybe, despite appearances, someone in government has spotted that an electric grid dominated by renewables and nuclear needs either storage or a lot of thermal generation - and thermal generation isn't all that good an idea without carbon capture and storage.

Here is an attempt to balance the negative press about how much Green measures add to fuel bills. Actually taken as a whole they will reduce fuel bills whereas carrying on with business as usual will lead to increases.
