I thought this article from the USA was interesting http://www.renewableenergyworld.com/rea/blog/post/2011/11/going-bou... - essentially the citizens of Boulder, Colorado, have voted to allow their local authority to take control of electricity generation from the local utility. The background is that the utility refused to develop renewable generation, instead building a new coal-powered power station. The article leaves a lot of questions unanswered, but it's encouraging to see energy issues becoming a political priority.

I should maybe add that Penny and I found ourselves in Boulder a few years back, and it's a million miles from the image of a reactionary mid-west city, more like Findhorn on a big scale, so don't hold your breath for this approach to sweep the country!
