I went to the meeting (most of it) on Monday as it fitted in with servicing the car. There weren't a lot of surprises as most of the material has already been published in the consultation paper. The people from DECC did provide a bit more background on why the proposals have been made in the form they have, what the political situation is, and what happens next.

The main issue for several attending was the cut-off of July 2009 for existing schemes. They argued that schemes in place before that should receive at least some RHI funding, and that if they don't they may fold as biomass prices could rise as a result of the scheme. The DECC noted this. They also explained that non-domestic schemes would have problems with grant aid because of EU State Aids legislation, so grants were no longer available for them and some of it may have to be repaid if RHI funding is received. There were also some comments on the lower rates (per kWh and hence on rate of return on investment) for solar powered water heating, though DECC were open to more information on this from practitioners, particularly non-domestic.

DECC said there was broad political support for the scheme so they were hopeful that the new Government, of whichever colour or colours, would proceed with it.

Perhaps related to this, they expect a further consultation on the scheme in the autumn to finalise the nuts and bolts before a hoped for launch in April 2011. Payments are envisaged as being annually in arrears, though, so no moolah before April 2012 presumably.

I don't remember anything else of direct relevance to TBI.

Richard, thanks for the update. Were there any comments about the requirement for installers to have MCS accreditation? And particularly the problems that must entail for those who have already installed?

Had a letter supposedly from Charles Kennedy today in reply to my letter complaining that because our wind turbine was installed before July 09 we would get automatically transferred to Feed in Tariffs but at a much lower rate of 9p per kwh rather than 22p for people who install after that cut off. His minion obviously is completely behind the times and didn't seem to know feed in tariffs were coming in on 1st April and clearly had not read my letter. We will get 3 p for export so total 12 p whereas we currently get 17p when exporting and still will only just pay back at current production unless energy prices rise dramatically so not very happy, but I suppose we didn't do it for the money...

The other major concern with feed in tariffs is that it seems to be the least efficient forms of energy which are given the most incentive, so how is that the best way to tackle climate change?

Anne, I think your post should really have been a new thread, as not related to the Renewable Heat Incentive! But I must sya I hadn't realised you would end up getting less under the FIT - I thought the 9p/ kWh was supposed to be financially neutral?

And I agree with you that FIT's are poor value for money. I suppose there's an argumnet that we need to encourage a range of technologies, but I don't really buy the idea that costs for PV will come down to the same level as wind - even if the hardware costs came down dramatically, a big chunk of the cost is labour.

On your question, I don't recall any discussion about this though it may have slipped my mind. There was quite a lot on community schemes and not so much on domestic projects. I suppose this kind of detail will be part of the post-election consultation on the scheme, assuming there is one, which seems very likely. If the July 2009 cut-off still applies I suppose it's conceivable that a post-installation certification process might be possible for installations between then and the start of the scheme, where installation wasn't done by an MCS accredited person/company.

It's all up in the air till after the election of course, which is very frustrating. We're pretty keen on moving to pellets if a scheme like the one outlined so far comes into effect.

I don't think it's possible to get alerts - I find that quite difficult too. I'll maybe point Agric to this and see if he has anything to say on the subject.
